The government wanted to understand employers’ likely responses to the introduction of the Apprenticeship levy (in April 2017) by mapping employers’ existing apprenticeship training activity and exploring likely change.
How does IFF illuminate the facts with research?
IFF worked with the Institute for Employment Research at the University of Warwick to assess whether the levy will lead to quantitative and/or qualitative additionality. We conducted 50 employer case studies with employers of all sizes and sectors in scope for the levy, as well as some interviews with employers outside the scope of the levy to explore the potential for displacement.
Findings from this study supported the development of levy policy and informed modelling of its potential costs and impacts.

Subsequently IFF conducted a similar exercise for City and Guilds to assess likely employer response to the levy just before its implementation.
